Honestly, I feel like Klown has the potential to be a helper as he has this image of being a raider and all but he has helped me personally learn to shoot and raid a few times even when I failed miserably over and over and he has never really been mean about it he just was like ok we try again and that's a good attitude but overall he's a good person and he is capable of helping new players and existing players

About targeting new player's, I want to say that this is not true either. I only raid new players who already have: above average car, good looking defence or someone is hiding behind the new players protection.

I hope this clears up any misunderstandings.
