Suggestion Title: Let people into a police car without cuffing
Suggestion Description: If I want to give a civillian a lift in a police car when I'm free, I have to cuff them first. This is quite inconvenient, and it would be better if you could let them into the car without cuffing them or making them a buddy. We could have a lock system like the regular cars.

Why should this be added?:
- Convenience

What negatives could this have?:
- Not sure

What problem would this suggestion solve?: Having to cuff or buddy someone to let them in a police car

You can already do this by adding someone as your buddy, then giving them riding permissions. Hold E while looking at them to use the buddy quick menu. You will need to remove the permissions later in your F4 menu, though

Perhaps make the C keybind that changes childlock or no childlock switch between locks? e.g (childlock, private, public). Childlock = no one in, no one out. Private = no one in, everyone can get out (just like it is now without childlock) and public = anyone in, anyone out?

Press to switch childlock, press and hold to toggle public? This would help alot as fire.
