Server Suggestion Dragging and putting zip-tied/ cuffed people in vehicles

Suggestion Title: Dragging and putting zip-tied/ cuffed people in vehicles as a citizen
Suggestion Description: Basically adding the feature for normal people to be able to drag and put cuffed/zip-tied people in vehicles

Why should this be added?:
- No more problems with people refusing to get in a car or not following orders under gunpoint while cuffed/ zip-tied
- Easier for situations to proceed without someone making an F6/ AR

What negatives could this have?:
- None that i can think of

An immediate con is upon using the Zip ties SWEP, it is spent. Currently right clicking with fists is what free's people from zipties. This means that zipties would require some sort of rework. The Dragging bug that is only fixable by redragging someone or changing job could also come into play here ruining an RP situation by destroying your ability to walk faster than 4mph.
