Is ninja cuffing considered a thing anymore or can people just randomly walk up to someone and cuff them, even from the front, without any warning or roleplay behind it?

you trifling ass mf, what im saying is a fed can just slide on you and literally cuff you when he is looking right at you instead of being behind your back
No man, ninja cuffing isn't a thing. The act of them using the handcuffs on you is them getting your arms together and locking you up. It would be absolutely dreadful to deal with shootouts at bazaar or anywhere else with high foot-traffic where crimes have been committed if you needed to make every person surrender, get up against the wall, etc.
