Today I was playing as a police officer and this happened.

AFAIK, it's not allowed. First of all, there are multiple NPCs in the PD which is a HUGE risk of life. They literally shot you in front of the PD so that's 3.4, they risked their life over a simple car crash which should've been dealt with at least a payment, not making others lose their lives. So it's not allowed, breaks 3.4, 2.1, 6.3

As I see it, they shot at you for no real reason. You accidentally crashed into their car, you even apologized about it. But they decided to go guns blazing and shoot you up. Their reason for killing you might however be valid depending on how severe the damage caused to their car was and how much it will cost to repair. But even so it would be breaking 3.4 to kill you right at the PD. To summarize; this might have been RDM or it might not have been it depending on the damage caused to their car(A Bugatti costs 100k to repair when wreckt, that's what I'm getting at), it is however a breaking of 3.4, 6.3, etc, since they shot you right outside the PD.
