Assuming that by 'bounty' you mean to provide a sum of money for the capture and/or killing of someone then it's not really needed nor is it legal. Considering there is a warrant system in place that allows Law Enforcement to keep track of every wanted criminal in the city the PD should be able to handle the capture of any criminals by themselves. If they do require assistance from the public then Section 8.0 of the law should more than accommodate their needs.
