PD Equipment NPC Change

Short explanation (in notes):
- Change the different jobs and equipment the PC NPC gives

Detailed description (why should it become added/...):
Basically, IRL, you wouldn't see a SWAT team with barriers and cones, and rareley would you see a speed enforcer with some heavy-duty bandages to heal a bullet. So the NPC should say different things to different people.

Normal Officer
Option 1. 3x Bandages
