At least one way to do this is just simplify the PLPD officers handbook and all the policies a basic officer has to follow, majority of new player officers are not reading it because it's a massive document to have to understand to play officer

Already in the works and to be released soon as part of the Handbook. Hopefully a no-less-than 4 minute read improves this. It obviously doesn't include everything, but it will set you on a good path.
Edit: A thing I forgot to mention here is that the entire Handbook was revamped a few months ago to be visually more appealing. We've also reduced the text content by a lot. The work is not done yet, as we're trying to rummage through it without losing the functional aspect - that being that we're trying to balance gameplay, so cops don't run around like apes.
This month the outcome of IAs with the action as blacklists is 0. Last month 2.to turn to the PD only to get blacklisted for minor shit and then quit all together
From the 1st of June we've sustained 155 out of 332 complaints on officers (or officer-adjacent secret service). As for Discharging officers (which I assume is what you refer to blacklists as, since they do come with a cooldown to apply again - 2 weeks), we've discharged 7 new officers and 10 experienced officers, who have been present for more than 6 months in the PD (I've included blacklists into the count of discharges).
I've actually gone through the complaints whilst doing the count and most of the new officers getting discharged either were straight up minging on the job or had a record for another severe thing.
Now I won't say that PD is always the most new-player accomodating part of PERP, however we are trying to be better and I hope we continue to improve in that aspect.
