Topic: A system which can track the training individual officers have received.
Short explanation (in notes):
-Whitelisted Supervisors or Moderators will be able to train officers in particular subjects.
-The training received will be displayed on the forums in the police information section.
Detailed description (why should it become added/...):
It will be nice to have a system whereby LEO's can track the training they have received and supervisors can maybe train to teach that particular subject to other LEO's. I thought of this idea today when @Chris was giving us riot training in the farm, I think Chris would be a suitable person to be in-charge of a training system if it was introduced. Having a training system for officers to attend will boost their ability to roleplay as a police officer and they will be more knowledgeable in dealing with certain scenarios and communicating effectively over the radio.
Optional additions:
-Inactive Players could have names removed to avoid having 100's of names.

I personally think that Sergeants should be able to warrant because it would be rare that it would be abused due to the application process that supervisors have go through.
