Short explanation (in notes):
-When the slots are 1 SWAT slot and 4 active SWAT, the active SWAT will have 10 minutes to even themselves out.
-If the 10 minutes go by and the SWAT have not evened themselves out, it will draw people to get demoted.
-The slots are there for a reason.

Detailed description (why should it become added/...):

Slots are there for a reason, to make fairness. The Mayor can also lower slots to manage city funds. This is here for a reason.
