Reduce the size of the city hall

Topic: Reducing the size of the city hall



Short explanation (in notes):
- Re-create the city hall
- Remove excessive rooms and/or areas of the city hall that NEVER get used.

Detailed description (why should it become added/...):
As of right now the city hall is extremely large and takes up a lot of space on the map, we could keep the height of CH and just reduce the size of the length of the building but in general there's tons of space gone to waste everywhere on the map.


Optional additions:
- Re-create CH but smaller.

City hall is pretty big indeed and The library inside the city hall is too big and almost never used. And the lake between the docks and the beach is rather big too imo

Perhaps instead of removing things, you suggest how to use instead? Because reducing the size of city hall accomplishes absolutely nothing. What would even go in new areas if it were to be reduced? Plus I think there's far more potential for good uses than having nothing instead. Additionally this would be up to @Xquality to do if he were to create V3 of Paralake.
