Suggestion Title: Reintroduce Marksmanship, but with Some Changes
Suggestion Description: I've been told that everyone has the same marksmanship level right now, which is 85. My suggestion is, make the *minimum* marksmanship level 85, and keep the maximum level at 100.

People that are low level right now would start at 85, and could level it up to 100. I would NOT object to resetting everyone's level, so that it's fair game (everyone start at 85).

Why should this be added?:
- Brings more depth to in-game skills
- Gives people an incentive to get money
- Certain guns will become good again
- No one would be at an inherent disadvantage by staying at level 85; recoil would stay the same as how it's been in the past 6 years

What negatives could this have?:
- Some people would inevitably get mad at this change because they'd feel the need to level their marksmanship
- New players have to grind more (but they still wouldn't have a crazy disadvantage like before)

What problem would this suggestion solve?: While the old system was harsh, I believe this one is much more fair.

Once you max out firearms, you don't really have other skills to level up (inb4 "level up swimming"). I believe clamping marksmanship in the range of 85...100 would simply give people more things to do.

Allowing marksmanship to go beyond level 85 would make more weapons viable. Some weapons that used to be widely loved (like the M4A1) are more likely to be used again. Meaning more variety in Bazaar shops.
 
This is such s good suggestion its creative, this encourages the use of one of the most underrated places being the shooting range. It also increases the quality and realism of server pvp and gives incentive to use the firing range and experiment with weapons. Well thought suggestion i support it
 
Supporting purely due to the fact some weapons are just borderline unusable and you'd see them all the time, like the M4, literally no reason to use it nowerdays
 
I think that giving bullets laser accuracy on the first shot is bad and would like to see a little bit more variation on them (except for sniper rifles, ofc.)

Pistols, rifles and submachine guns should not be incredibly accurate over long ranges, that is the job of a sniper rifle.

Not having 1st shot accuracy sucked so much when we had marksmanship, revolvers became so useless and so did almost every other weapon at long range. I beg you to not remove 1st shot accuracy.

Revolvers should be a special case I guess, first shot accuracy should not be so laser focused that you can dome someone from max draw distance with an automatic weapon it's LAME!!!

It doesn’t make any sense for a gun that hasn’t been shot yet just to randomly miss its target though, both irl and in gameplay. I think you might want to think about the idea of more damage falloff instead if we’re speaking about long ranges

This might work too, but the argument can be made that it's not realistic for every citizen to have the aiming capabilities of the terminator
