Remove the message click sound from OOC or help messages

Description of the idea:
Removing the "Click" Sound from OOC or help messages. Keep it for local chat, /y's, and org / gov chat as it could be important to grab your attention with those messages, but not OOC's.

Why should this be added? (pros):
- We won't have a fucking busted metronome every shootout.

What negatives could this have? (cons):
- None.​

i kinda having the sound so maybe having it as an option per different chat would be nice?
