Suggestion Title: Revert the TFU change
Suggestion Description: there are far too many TFO's for any good crim RP to go ahead. i shall add a clip that proves this. TFU was seen as a prestigious unit but now anybody and everyday has access.

Why should this be added?:
- 10 Flashes thrown during a PD raid should not happen

What negatives could this have?:
- people cry about not being TFU

What problem would this suggestion solve?: The dying crim RP and full PD 24/8

We are working on a solution that works for as many people as possible. Reverting the update solely because of this is a cop out.

i feel like reverting the update is not needed, however changes need to be made. you shouldnt be able to get tfu just by filling out literally a test easier than rtu.
