For Police and SWAT Officers to be able to forcefully enter any property, including those which are not currently owned, a search warrant should first be given.
For this to work, a new menu/tab will have to be available for the Lieutenant and Mayor which lists ALL of the properties within the city; they could perhaps be divided by residential and commercial property types, similar to that at the bank.
