Sergeant Ability to Warrant

Topic: Give the Sergeants Ability to Warrant and View # of Units In Service

Short explanation (in notes):
-Sergeants to have the ability to warrant individuals, like the f3 menu as a Lieutenant.
-Sergeants to have the ability to view number of units in-service.

Detailed description (why should it become added/...):
From a survey I did on one of my other suggestions I found that people agree that Sergeants should be able to warrant. This would not be abused as the Sergeant job requires the same application process to become a Lieutenant, it will be useful when a Lieutenant is not in service, is AFK or is busy and sergeants would be the next suitable rank down to conduct warrants. They should also be able to see the number of units in service so they don't sit there talking to themselves requesting a medic when there isn't even one in service.

Edit: Trande Suggests that Sergeants should also have the ability to demote if the other sergeant in service accepts it.

I was so annoyed how I wasn't able to warrant someone today. Maybe also think about giving them demoting rights too. Like, I request a demotion and it only works, if the other Sgt. accepts it.
