Suggestion Title: [Suggestion] Zip ties
Suggestion Description: Add a 5 second, cancellable delay to freeing someone from zip ties.
Give knives, machetes, katanas and cleavers in your inventory a purpose, reducing this delay down to 1 second. The melee items in question do not need to be in hand for this to apply, seeing as the only way to free someone is by right clicking them with fists, and doing so with any melee weapon will just hurt them.

Zip ties also should give you a 50% chance to return maximum 1 chunk of plastic, seeing as zip ties are just that, a bunch of formed plastic. Might as well give a return on material. If you can take two clumps of plastic and form them into zip ties, then I see no reason why you can't re-construct zip ties the same way.

If you break out of zip ties, the same chance for a material return should apply.

If you have exceeded the maximum material limit, the plastic will drop to the ground if returned.

Why should this be added?:
- Zip ties aren't particularly easy to break by hand unless you exert force on it in a specific way, or just enough force in general. Adding a delay and giving knives more purpose seems like a positive change.
- Prevents players from instantly freeing the person you just zip tied to mug, whenever that happens.

What negatives could this have?:
- Having spent some time thinking about potential negatives, I cannot think of any. All the negatives there could have been have been addressed in the original post, as such, this is not applicable.
