Topic: Police/Citizen Tazers



Short explanation (in notes):
- allows police to taze people without using a lethal weapons.
- citizens can use in self defence
- firemen and medics cannot obtain them

Detailed description (why should it become added/...):
I think it would reduce the amount of cops bringing out guns during a speeding ticket etc, or if you flee it would increase rp. There should be a blacklist for people who abuse. Then will not longer spawn with the tazer
