I want to be able to host my own little roleplay events which will be little competitions for everybody to join and have fun in. Things which utilize the dusty and moldy area which is unpopulated even on peak hours such as the lake under city bridge.

People have been making "boats" out of all kinds of things over the years. I don't think there should be a problem with you hosting this, as long as it's done similarly to what you show in the video.
