Useless RC

As RC when i take a car to the roadcrew and i boot it, 9 of 10 times the car disappear without i have been payed, i think because the owner respawn it at the garage, or maybe he disconnect.
What should i do?

Place car boots so they pay then 500$ to you.

If the road crew has a car in the impound and booted they can't re-spawn it without re logging. Maybe if they die they can re spawn the car however I'm not sure about that. This probably doesn't help too much but I thought I would explain.
