Suggestion Title: Voice radio panic break/identifier
Suggestion Description: When an employee presses their panic button, they will gain voice priority on the radio. For the next 10 seconds after panicking, all other voices on the radio will have their volume reduced, only while the panicking individual is actively transmitting. Police supervisors, heavy gear TFU, and dispatchers would not be affected.

Additionally, make the player's name flash red while transmitting voice, or any text radio messages sent for the next 30 seconds to more clearly identify which party is transmitting during heavy radio traffic. This would help solve radio pollution in extreme circumstances.

If another unit panics, they would also receive priority (Eg, they would both remain at full volume for their own duration).

Why should this be added?:
- Ensures that units in distress have priority over smaller incidents, especially when radio protocol is not in effect.
- Helps stop noise pollution on the radio quickly in an emergency, as the 5-10 seconds for other units to be quiet could be the difference between relaying a suspect's description and being drowned out in a cacophony of low-priority radio traffic
- Clearly identifies which unit is in distress when speaking, so other users don't have to refer to chat to check and see if the one transmitting is one of them
- Exempting supervisors, heavy TFU, and dispatchers would also grant players who have displayed a level of competence to respect high-priority radio traffic the ability to break it as normal if needed.

What negatives could this have?:
- Could create an avenue for abuse, but could also be very easily enforced with a minor rule addition/amendment

What problem would this suggestion solve?: Due to the incredibly hectic nature of the government radio, this would help keep traffic clear during emergencies. This would have no effect on the radio as well, unless the panicking unit is actively transmitting.
 
what about dispatchers, how will this work for them? will they get prioritized over radio? the issue people may have is that their radio volume is already set to low, wouldn't this on top just make everyone just almost inaudible at all? I know it's for a brief moment but people do press panic a lot
