People just starting the server aren't going to be looking to get massively good cars as that's not what you do when you first start. The first thing they will want to be aiming for is find a way to get a steady income so like a government job or something illegal which obviously the quests will explain. I think it will be a lot easier to give them a car then they can just sell it and get a better one when they want.

however, a solution to this issue would be to implement more roleplay props which could be crafted or bought from an NPC to avoid the need for improvisation. After a chat with @Samuel about the possibility of this going ahead, I'd like to get suggestions from you guys for what props/decorations you'd like to see which would benefit passive roleplay.

Please make a pasta prop.
 
Yeah but it makes no sense to give them all the same damn car, say that car is a mini, and by the time they complete the quest they've already bought a mini what then, do they just not get one, or do they get a second mini, if they got a 35k car voucher then you avoid that problem, and give people this great thing called freedom of choice
 
Character levels that earn you special items and features?
Some examples:
  • sell x amount of a gun.
  • make x amount of money as a govt. job.
  • run and get elected as mayor.
  • catch 10 rare fish.
  • level up your woodworking.
For every mission you complete your character gets XP, this XP eventually gives you access to better clothing, better cars(?), extra genetics. There could be a tonne of random missions. Could even add negatives such as warnings and bans reducing your personal xp.

Maybe these could be weekly and daily missions to limit the XP increase. Each day and week you can select one of three random missions that you'll have to complete, this would let people avoid missions they would hate with another option. Gives people an incentive to their character being alive and doing a variety of RP.
 
I believe that not only props are needed but more functional passive roleplay items to be sold in shops etc would be really helpful.
Ideas are, food items (many should be added) with different types of wines, and alcohol, and of course food, such as steaks(bought raw that players can sell cooked -restaursnts for the new map please-) pasta and so on.
Other roleplay items/props could be cigars, that players could smoke/hold in their hands or "wear"on their playermodel for a limited ammount of time.
As far as decoration props, many should be added, not only for the civilians but also for the police force, specific signs, that can have custom text, alerts, road signals, (flares??) and so on.
 
Forum accounts linked with a players steam ID, in-game event achievements automatically added - still waiting on my bat battle and gun game you know xo
