a wierd issue

Well i tried doing the ultimate fps guide and when i restarted my game all of a sudden i have this issue in the left top corner

it keeps up popping messages and errors . anybody can help me to get that away again?

also i am running on 20 fps . somethimes when im driving cars or there is a shootout nearby it drops to a solid 10fps .

anyone know how to get this higher? :/
