Your Steam/In-game Name: Blackdown / Ethan Limsley
His/Her Steam/In-game Name: UNKNOWN / Terry Johnson; UNKNOWN / Bruce West
His/Her SteamID: UNKNOWN; UNKNOWN
Why Should This Player Be Punished: Both of these users broke the following rules: 2.1; 3.3; 4.1; and 4.3. The rules were broken accordingly:

2.1 - Realistically, two SWAT Officers, who are typically stationed in the Police Department, not in the parking lot, wouldn't block off an officer arresting a suspect, take out their nightsticks, and beat the man until he had to receive medical assistance.
3.3 - The actions the SWAT Officers preformed were highly unrealistic as many other Officers could have swarmed from the interior of the Police Department and attacked both of the SWAT Officers, this could also fall under the category of 3.4.
4.1 - The SWAT Officers disregarded the law, they offended laws 1.8; and 5.3.
1.8 - PHYSICAL ASSAULT - The act of intentionally physically assaulting (Making aggressive contact with) an individual with the intent to cause bodily, mental, and/or emotional harm.
1.8 - Both SWAT Officers continuously beat the suspect, proceeding to do so after he insisted they both stop, evidently, resulting in his loss of consciousness.
5.3 - MANSLAUGHTER - The act of unintentionally committing murder as a direct result of intoxication, recklessness, negligence, etc.
5.3 (ATTEMPTED) - The SWAT Officers eventually knocked the suspect out to the point where he would have died if no medical attention had arrived.
4.3 - Both of the SWAT Officers did not preform their duties, which would typically be, to assist any other Officer and protect the citizens of the city, regardless if they are perpetrators of the law or not, they still deserve equal respect unless they threaten your life. Keep in mind, the suspect was hand-cuffed as well.

Both of the SWAT Officers acted inappropriately and broke numerous rules and I feel that a short ban and blacklist would be a suitable penalization for their actions.

(SWAT OFFICERS TERRY JOHNSON AND BRUCE WEST BEING SENTENCED TO 4 YEARS OF JAIL)

Tick: N/A

SWAT Officer Tim Meijer did not participate in the actions preformed by Terry and Bruce. The other SWAT Officer Samuel Jensen, initially acted harshly against the suspect from what I could view in my demo, but then shortly ceased his actions as he realized the other SWAT Officers were acting in a way that broke the rules.

First off, I would like to know why they did hit him with the night stick in first place. However, those actions were very unrealistic (2.1, 3.3) and made them break the law (4.1)(1.8, 5.3). Related to your "did not perform your duties", I actually believe that they had nothing to do. Overall a +support from me.

S.W.A.T. Are typically stationed at the police department but that doesn't mean they can't escort a person out, but when they take it as far as nearly killing the person in the process, the sentence was well deserved.
What's more deserving of a sentence is a blacklist and a permanent ban from S.W.A.T. for 4.1,3.3 and 2.1, breaking laws 5.1, 1.8 and 1.7.

Nobody should need to fear S.W.A.T. when they're out in public just because they're heavily armed in the back of a police department, after all they're there to help you, but this demonstrated the exact opposite and gives spectators reasons to be worried, none of these should be supervisors and nor should the have the chance to apply the way they act unless they can prove that they have changed and can abide accordingly to the rules and laws.

If anything, the force they used was highly excessive and unnecessary, not to mention the suspect was cuffed at the same time, showing off police brutality.

From the perspective of Terry Johnson
4.3: You've said that I needed to assist other officers, this is exactly what I've done here. This was done by me using the non-lethal means I had (I stopped before he fell unconscious) to make him get on his knees and stop resisting arrest, which he was told to do multiple times before I first hit him. Also, the fact that you have placed this before protecting the citizens of the city shows that it is more important than protecting the citizens and I did not use such an excess of force that I would be endangering his life, the other SWAT continued after the call of 'Officers stop, officers stop, stop, serious, stop' which is when I ended it as I had no intent to knock him unconscious.
2.1 You obviously didn't see the whole thing. SWAT are normally based at the van (no one gets told off for it and we have faster response times that way) and he started running away from the police so we tried to stop the suspect from escaping custody and allowing the officers (which I didn't mean to block) to put him in jail. I also did not beat him to death, as seen in the video.
3.3: Why on earth would the police have attacked us? a) We're highly trained in taking out armed suspects and defending ourselves (which we would have to do if the police attacked us) and b) We were just doing our jobs and have done nothing wrong
4.1: 5.3: I've already said I stopped before he died, so I'm not accountable for the manslaughter. 1.8: At no point was I intent on causing bodily, mental or emotional harm, I simply wanted to make him stop resisting arrest, as you can see by the fact that when he gets on his knees the first time I stop hitting him. Also, in the article What force should be used when? -Police officers which is written by an expert member and a part of the supervising team it says that I should 'Feel free to use your nightstick untill they are under control' if they are 'failing to cooperate' which shows that a long standing member of the perpheads community and whitelisted officer believes what I did to be ok as he has said that is the correct thing to do.

All in all, I believe all claims you have made against me are false due to the fact that you didn't see the whole situation. However, I cannot speak for the other SWAT officer who continued to hit him when the suspect stopped resisting and also when the call to stop hitting him was made.

(In reply to sm3312) You prove many interesting points in your rebuttal, and I'm glad I can see your side of the story. Ultimately I'm at a crossroads, a lot of new information has arisen that was previously unknown by myself. (The initiation of the situation, the fact that on my screen, due to my distance from the rest of you guys, you continued to hit him well into the officer ordering you all to stop, however on your screen, you stopped almost instantly.) I would in all honesty leave this up to the administrator at hand for it is there decision now that pretty much the whole situation is laid out.
