Main Idea:
Adding a fire escape style staircase to the center of the city hall front counter, which leads up to the room where the staircases are that join the second and third floor of city hall.

Since as bought up in a previous suggestion that a property wouldn’t conform with building regulations, Being forced to use elevators to get in and out of city hall Violates building regulations too, as in the event of a fire, you wouldn’t be allowed to use the elevators.



Pros:
People won’t be forced to use lifts in a shootout, at the downside of the entrance to the staircase from the ground floor would be easily camp-able.
- Makes sense
- Would work wonders
Cons:
Might be A city hall nerf? (Not that city hall wouldn’t benefit from it)

The current plan is to have a redesigned city hall in v5, so this may not be required.
