Which is understandable, the effort and harshness it would take to crack down on that mentality could lead to long bans, and a lot of angry people.
Finding an in-between is near impossible.
Everytime I have hopped on perp in the last month there has been stuff to do. There has been people to raid, people to mug, bank to raid and its all stuff that I've done before hopping on cop. Crim isnt any less alive now than it was in V5, you're just having less fun with the changes that they made. If anything, I'd say that crim is more active than V5 but the way it is played has evolved. An example of this is with the orgs, you say that there are very few orgs competing against one another which is true, but that entirely because of the fact that the players within a lot of these orgs and friends and dont want to raid each other. Its not the fault of the players for this, in fact i'd say its entirely caused by drug yield being decreased at higher member count, if this wasnt the case youd all be in one org anyways.
You are right in saying that there have been no significant crim updates in a long while, but then you'd also be correct in saying that there hasn't really been any significant gameplay updates for either side for a very long time (other than the map updates), so maybe its not the fact that there isnt many crim updates thats the issue, but the fact that in general the sever is in a bit of a stagnant state.
But even saying this, there is clearly still a vast playerbase that enjoys playing PERP which is evident by the fact that players keep on joining. Just because you perceive you way of playing as dead doesnt mean that there needs to be a massive change to cater towards it when the reality is that the server is in a good spot.

All shitposting aside, I do agree, Crim needs some form of re-work, Maybe something to do with drugs but then again its a double edged sword, as that just makes for less RP situations, on a server may i add that has RP in the name. The reason im bring up old clips is because this has been a problem since V5 even and that the issues are there I cant say for sure if we are being ignored or not but i feel like in one respect we are

Idk start ur own org then. Last I remember orgs like GS9 were basing with orgs like Hoodrats and Mensa. A lot of you choose to zerg because you dislike losing, then now go on complaining about how it's boring when there's nobody to raid/nobody that raids you. Of course people are going to be discouraged from continuing growing their org if they just get raided by 5-15 sweats every hour.

Perp just feels dead in general from every angle, PD is almost impossible to progress past SGT, as seen by the fact we have more SGTs then almost any other role
RP is dead, latest community spotlight and 90% of the things highlighted were people making shops, they just make the shop to sell things and go afk in the back and this is worth highlighting?
Crim based stuff is too easy, boring and repetitive, place drugs, pick the drugs, sell the drugs, god life is relentless
And to top it off we just lost one of the more active Devs that did a lot of the modelling, maybe its time for community management to start engaging and figure out a way forward with the community to stop any further stagnation

Could you provide examples of what either one or a set of criminal updates would look like that, in your eyes, would bring about meaningful change and improve the criminal experience? Even if they've been denied previously or are currently open, the development team landscape is quite different now so previously denied suggestions could be worth revisiting.
Even just one 'must have' that you feel would have the greatest impact on improving the criminal experience would be good to know.
Crim RP isn't dead its just people play this game like tryhards in what world would people want to base when theres orgs that are like 10 man deep with g3a3s, m14s etc and double bombed and as50'd? In what realistic world would one want to base and grow drugs its incredibly unrealistic lol. Crim RP isn't dead but its incredibly unrealistic for people wanting to grow when there's orgs that are 8 man deep that just evaporate your entire base and you just die lol
I play a mix of PD and crim if you are kill ejecting the brute in less than 1 minute cause you have 10 people with you with a total ingame net worth over 100 million just mass flanking etc no shit it'd be easy.

Speaking only gameplay-wise, perpheads hasn't changed that much (speaking only since 2023, the year I joined). Yeah we've had chop-shop added, some daily quests, PD updates, and a bunch of QoL updates but nothing that changes gameplay significantly.
I've seen people suggesting a lot of seemingly fun things that we could do, such as other heists (jewelry stores, even liquor stores and casino), but they didn't get accepted or they just got forgotten about. Even the jobs on the server get boring after some time, PD being the one that keeps you engaged the most.
The focus is mostly on RP oriented updates (which is good, since it's a proper Roleplay server, not a cops and robbers server) , however in my opinion, PVP is the main thing on the server due to how engaging and fun the gun-play is.
I'd say other than the map change, perpheads is the same as it was in V5 when it comes to gameplay.

I think it's very mixed, for example, me and @Tilin like he mentioned had to litteraly chill in heavy gear 100% of the time whe where on which was about 2 hours because there was not a single second without any PVP interactions.
But today, me and @roos serached for bases for 30 minutes, jack shit there.
Overall, PVP isn't dead nor is the server. It is honestly just the general fluctuation of how people play as one doesn't 100% play a single type (civ,cop, pvp,rp etc)

I don't think that more competitive orgs would do any good.
We have a great variety of guns already, what could you possibly add? RPGs?
make basing more rewarding!!! = more bases to raid!!!
