[Discussion] Make helper rank

I think we have a problem with helping new players

They don’t get enough help, the help function does exists but it isn’t enough

By addin helper rank people would be able to make a help request. Players with the rank helper will the, be able to respond towards these request in a tab like the reports. So OOC don’t gets flooded with help texts.
