OOC - Delay instead of limit

Main idea: Add delay instead of limit.

Description: Add a 1 minute delay between ooc messages instead of giving people a limited amount of messages. Or maybe just do so vip have more messages as its quite annoying atm.

Pros:
- Less spam (1 message per minute)
- No need to use all 14 messages in 2 minutes then wait 30 minutes for another 15 messages.

Cons: [list of negative aspects]
- None?

 

[Eviction Notice]

A 1 minute cooldown between each message in a conversation would be awkward and annoying.
