Pros:
+ Custom large map.
+ Dynamic player-based economy.
+ Skills dynamically increasing based on activity.
+ Custom organizations.
+ Clothing system.
+ Responsive & respectful administration.
+ Accessible tutorial.
Cons:
- No court system.
- No way to effectively seek reimbursement for police misconduct.
- A bit of favoritism.
- Some laws don't make sense, and the mayor can only change policies, not laws.
- Playing minesweeper on the phone is a donator-only feature (what?)

The way perp is, I don't think a court system would work or ever be added, you can however ask for a supervisor to review your case/arrest if applicable.
If you lost something such as a firearm, given a ticket and your complaint is sustained, you are able to make a refund request and it will be processed by someone who has access to internal affairs complaint.
Make a Law Reform and it will be brought to a vote if found to be a good addition and or will just be added/altered if a poll is not necessary. The mayor wouldn't really ever be allowed to change laws

You can literally make a Refund Request just like player reports etc, if an IA has been sustained.
Because realistically a mayor can't change laws, and a lot of people who go mayor abuse and minge a lot especially don't like the police, so they would make laws that stops police in doing anything, and would make some law how they are immune from arrests etc. But yeah some laws are weird.
And let's keep it that way.

Court system would be cool
A court system requires too much;
- Time Consuming
- New Additional Jobs which would be necessary for a court system (Judges, Lawyers & a Jury)
- Imbalance / Bias in a court system
- Legal documents would probably need to be added additionally to keep evidence etc of court cases handled.
Has been suggested in the past, but majority of the votes do not want it.

99% of perp players refuse to sit through a simple traffic stop. How are you gonna get them to go to a court hearing.

perp players also probably average a 1/10 people who don’t call supervisor supervisor .
Remove lieutenant requirement for charging criminals above 10y for cases of murder and see the use of the court room in city hall sky rocket, and the building go sky rocket from people storming it to break out their murder trial org member

99% of people won't bother pleading not guilty, of those that do - 99% would settle out-of-court. Very few cases actually make it to court.
Judges are just higher-ranked lawyers. Jury could be anyone, it's not a dedicated job.
Would be a lot less than it is now.
Just proof of what happened would be sufficient. Logs and such. Those already exist.
Majority do not want it, because they usually resort to either tolerating the injustice they suffer, or resolving it through non-civil means.

It wouldnt work because a court system requires some sort of long term consequence. Characters would have to become permanent (possibility of being character killed, losing progress, having past history of punishments) , jail sentences would have to become longer than 10 minutes.. it doesnt fit the current cycle on the server. Too many systems and attitudes would have to change.
You would also have to have an entirely new judiciary which, idk if you've played the 1941 RP servers, it ends up being everytime a court case has to happen, everyone with the role gets spam pinged on discord to log on to preside over a case because there is never enough judges and playing as a judge without a court to preside over is like playing secret service without a mayor.. no one wants to do it, it quickly becomes boring, and tedious...
I can honestly say I've never been rude or disrespectful since joining the server in 2014. utter rubbish
