Brief description of idea: reverting the minimum hours of being a Senior Officer+ back to 6 hours instead of 8

What benefits would this idea have for the department: people would stop hogging spots and going afk to boost their hours and also not force us to play cop all day cus its boring

What potential negatives could this have for the department: bad face cus you just changed it back to 8 like a bunch of fascists

Other additions: remove observation reports cus they are pointless

Start counting hours at 6, go up 2 every rank up until Captain.

Keep Observation Reports. However, add a system where photos/videos can be attached (Supervisor view only) and also give a task to Professional Standards Department where they must review ORs before they are posted on a officers profile, that would force them to actually right /good/ ORs instead of four fucking words per person.
