So I recently got a new PC as my name says...I re-installed steam then garrys mod, I started up garrys mod and it began installing all the content, whilst this was happening I installed the forum content pack and the CSS textures. Of course I extracted them. I currently see:

Not just the workshop one, install Sickness models if you have trouble seeing the S.W.A.T. van and get TDM cars.

Have you made sure you've got the HL2 content installed as well. Always try un-subscribing then re-subscribing to the workshop content and make sure to verify integrity and fully exit steam before re-trying.

I've done both of your suggestions already... Expect for the TDM.
