Basically, it's a copy of Perpheads and they are deliberately copying Perpheads stuff. I am pretty sure at one point they used some of the policies from the PLPD. Also some people from this community are currently staff on it such as Mason Langston or whatever his name is and Google Chrome. They also created a cool version of the Perpheads accepted logo:
