Really doesn't matter, try uploading a meme of literally anything that is copyrighted in the WORLD and you're gonna get it striked and taken down. The upload filter won't ONLY affect the EU. It'll censor YOUR memes too.

See, the thing is a computer can't recognize if a meme is excluded. Gifs can be excluded because of their file type, but memes are normal pictures. How is an AI gonna recognize the difference? Trick question, it cant.
"Individual or very short extract" doesn't exactly tell us how much.

Why don’t you become a politician and save the internet
of course they are a plague. They are suppressing freedom of expression.
Instead of working on important topics like climate change, terrorism, human trafficking, etc they decide to work on the internet that 70% of them don't even know how to turn on.
