Silly rogue, this doesn't effect users but instead effects the platform where content is being uploaded. Aka you upload a image on perpheads forum and said copyright owner could sue perp or force them to pay damaging fee's for licenses
And for exactly this reason, VPN's won't work. Platforms will be FORCED to create upload filters. It won't just censor memes in europe, it will completely stop the meme from being uploaded.

See, the thing is a computer can't recognize if a meme is excluded. Gifs can be excluded because of their file type, but memes are normal pictures. How is an AI gonna recognize the difference? Trick question, it cant.
