Lower the requirements to apply for enforcer

Main idea: Lower the requirements to apply for enforcer.

Description: Currently you need:
1 month no warning in game
1 month no warning on forums
3 months no forum bans
3 months no server bans

The forum ban requirements for me is way too much.

Lower it back to 1 month like it used to be

Pros:
Actually having staff with decent applicants rather than inactive applicants

Cons:
None as your quality of staff is already quite dreadful
