Main Idea: A user who is a city employee does not see org information above other users heads.

Why should it be added?:
Basically, seeing org stuff above somebodies head when you're a cop or something is really quite distracting sometimes. It may also influence less experienced officer's actions. It detracts from RP somewhat and should not be a possible influence in RP.
Pros: Potentially less bias in newer cops.
More immersion in cop RP
Cons: Hard to code (?)
