The shoutbox is used at times to express feelings of almost anything and yes it can get out of hand. But this shoutbox is a main part of the forums and one of the first things people see when visiting. Perhaps if the rules of the shoutbox were more defined to what is "offensive" and what is not. Something will always take something offensive so instead of the staff just going ahead and warning every shout they think is offensive.
Why not add a new system into the shoutbox that allows users to flag a shout as offensive so the staff can then decide if its really offencive then act upon it.
