If you cant read what I clearly said I doubt that you can read the rules. There's a lot of rules that only affect criminals for example I'll pick the most obvious mugging locations. Mugging people at the beach in Paralake was a massive grey area. Do you think it's allowed to mug at the beach? Unless you've experienced stuff like this you aren't able to enforce it, therefore don't apply until you're experienced in all aspects of roleplay. A lot of people won't be happy with you enforcing rules for situations you've barely previously been involved in yourself. This was never a dig at you and I have no problem. This is probably the most constructive feedback you'll get rather than be more active.
