Honestly, Cole is one of the best candidates for Enforcer, he's friendly, helpful, polite and generally a nice person you'd hang out with. Cole has shown some excellent police role-play since he was (and before) he was promoted to police supervisor, it must say something about his role-play then.

I also will say that Cole has extensive rule knowledge and would be able to handle a report no problem.

I could literally go to Essen right now (Only 29,4KM from where I live) and give him a high five if I wanted to, for the reason being that he is one of the best candidates of receiving Enforcer. It would be a mistake, to not give Cole a shot as an Enforcer.
