Suggestion Title: Remove Mayor House alarm Policy
Suggestion Description: During the day there are far too many active officers and TFU to do anything as a criminal apart from sit in a base and grow. Removing the house alarm policy that the mayor can impose which is basically in place 24/7 might actually allow crims to raid and have a little time to complete the raid before cops get info about the raid, at the least giving a little advantage to the raiders.

Why should this be added?:
- Means 20 cops wont arrive before a door is even open during a raid.
- Gives an option to attempt a silent raid.
- Basically gives crims a slight chance of winning a raid before 2AM when cops go to bed.

What negatives could this have?:
- None as I believe new player doors already have house alarms regardless of the policy, if I'm wrong just add it lol.

+1 if you're not a new player and you want an alarm you should have to buy it yourself, it really isnt hard

the most frustrating part of perp a lot of the time as a criminal is police response timings and how easily everything can be detected due to the nature of the map, this would help with that a lot - give us a chance to shoot a bullet at least before the whole police force teleports from pd to projex in a matter of 5 seconds

This would be a much more preferable solution than outright removing the House Alarm policy as it allows criminals to weigh out their options for raiding - either go in loud with a crowbar with an increased chance to successfully break in or go quiet with a bobby pin with the benefit of not necessarily alerting police immediately

Additionally if we were to outright remove this policy it does get rid of a potential reason towards assassinating the mayor within the rules as, to my understanding at least, when the mayor update was introduced and added city policies it was done so that some policies, such as this and the Armed Deployment policy, could be used as justifiable reasons to assassinate the mayor as they directly impact criminals in a negative manner to the extent that assassinating the mayor would prove beneficial to increase the chances of the criminals successfully winning raids/shootouts. Although it has been a considerable length of time since I've actually seen a mayor being assassinated for this policy but I do think that it should be taken into consideration.

House alarms are pocket change and the mayor shouldn't have the ability to install house alarms on properties.

It creates more confusion than necessary for lesser experienced players who turn their back for 5 minutes and don't realise that the mayors resignation caused CIA silent ninjas to secretly uninstall all their burgular alarms believing they are protected and don't need to install one. And the mayors burgular alarm installation implies that the GOVERNMENT have funded and installed an alarm into the property of a building thats been growing drugs for 3 paralake days before the policy was implemented.

I agree with this statement. The house alarms ingame are so cheap they probally just check for door opened unexpected as opposed to the super advanced vibration detectors.

Bobby pins are now much less likely to set of house alarms.

Crow bars are now more likely to succed, and will now always be better than bobby pins, even with the organisation perk and max lockpicking skill.
