The only reason why people want cheaters back is because they were/are friends. You woudn't want to see that cheater again that ruined your game even after a year.

?? Of course, it's a big deal when you're essentially ruining the experience for other players by gaining an unfair advantage? Maybe you shouldn't have used cheats in the first place knowing there's a 0 tolerance policy against cheaters smh
Friends or not, I don't think cheaters should be unbanned, many of them knew the consequences and go full Pikachu style once they realised they couldn't be unbanned. I don't think cheaters should be unbanned, they know what happens and still go ahead. Its common sense.

i think that everyone should get a second chance, we are only human at the end of the day and make mistakes. we should be able to forgive and forget.
